DFA Mission/Purpose:

To Provide essential leadership in an environment that promotes distributed yet integrated management productivity and accountability toward accomplishment of the university’s strategic mission, goals, objectives and strategies while ensuring proper stewardship of the institution’s facilities, finances, personnel and communication infrastructure.

Vision:

Our vision is to provide supportive operations and networks that facilitate accomplishing the University’s strategic goals (Teaching and Learning, Scholarship and Creative, Outreach and Engagement & Organization, Culture, and Climate) through actions and decisions that reflect and demonstrate employee empowerment, creativity, flexibility, Integrity, Accountability, Teamwork, Trust and Quality. We will stay focused and develop infrastructure for growth of research and outreach, while maximizing the effectiveness of all of our buildings, grounds, infrastructure and facilities. And we understand that we operate within a changing market and we will remain flexible, adaptive, invest in our people and manage for change.

DFA Strategic Goals:

- Provide quality financial, business, academic and administrative support systems, guidance, and services that meet requirements and exceed our customer’s expectations.

- Obligate resources toward the University’s strategic priorities in a timely, proper, thrifty, open and articulated manner.

- Ensure our infrastructure and facilities are professional, safe, and supportive of the needs and demands of our faculty, staff, administrators, students, and customers.

- Recruit, retain, mentor, and transition a professional workforce.

Risk Management:

Mission Statement: Through loss control and risk transfer, we work to prevent or mitigate loss to the people and assets of the University of Idaho. The risk management process includes the study of what risks we face, how to manage those risks, and coordination of efforts to manage risk. Services include risk assessment; coordination with the Ste of Idaho program of risk management and insurance; administration of UI insurance policies; claims management; coordination with emergency planning and safety programs; security liaison with the Moscow police department, and contract assistance (waivers, indemnity, and insurance).

Goals:

  • Develop methods to identify and analyze risk throughout the University.
  • Find ways to control or transfer the identified risks on a prioritized basis.
  • Implement loss control activities and risk transfers through: policy and procedure development; promotion and adoption of “best practices” related to risk; risk-related training; and audited compliance with risk-related policies and best practices.
  • Monitor success of strategies and amend practices based on information gained through loss analysis, program review, and recommendations from all University staff.
  • Develop and maintain enough qualified staff to carry out the duties of the University Risk Management office, with attention to their service, training, morale, career development, equipment, and office space.
  • Ensure the security of University employees through emergency management training, quick control of security-related incidents, and compliance with University security policies.

Environmental Health and Safety:

Mission Statement: To serve as a resource to the campus community to ensure a safe and healthy work and educational environment while facilitating compliance with applicable laws, regulations, rules, policies and procedures through consultation and training.

Goals:

  • To provide environmental health and safety services in support of the mission and activities of the university.
  • To reduce the severity and number of injuries by implementing the Unit Safety Program.
  • To develop a sustainable safety program where units are accountable for safety and set and enforce the expectations for safe work practices.
  • To monitor work and educational environments for adherence to safe work practices and compliance with applicable regulations.
  • To provide appropriate safety training in a manner that is convenient and timely for the campus community.

Information Technology Services:

Mission Statement: The mission of ITS is to serve in the strategic role of supporting and facilitating the UI mission by providing access to key and essential computing technologies, telecommunications, electronic classroom tools, the WWW, and user assistance for undergraduate and graduate instruction, research, extension, administration, and outreach education.

Goals:

  • Seize those new opportunities that will enable the UI to maintain and improve academic excellence that will define it clearly as one of the leading public universities
  • Provide a robust and reliable technical framework for academic, administrative, and research computing, and help broaden the University’s capabilities for applying information technology within the enterprise.
  • Maintain a secure IT environment and protect the privacy and confidentiality of institutional and individual information.
  • Develop a state-of-the-art technical infrastructure and support a culture of innovation that expands the University’s horizons and assures appropriate equipment, facilities, and support for both classroom and out-of-class learning through technology.
  • Provide exceptional customer support for both local and global communication needs.
  • Help establish computing standards that will increase efficiencies and reduce costs.
  • Keep users up-to-date on technology advancements through focused professional development, new classroom technologies, assisted multimedia integration, as well as professional assistance for on-line teaching and web development.
  • Increase ITS’ emphasis on diversity
  • Support the development of simplified and responsive business processes and services for students, faculty and staff.

Auxiliary Services:

Mission Statement: To provide self-sustaining quality essential services in support of the University of Idaho living, learning, and working environment.

Goals:

  • Achieve and maintain profitability while providing quality products that exceed our customer’s expectation.
  • Nurture/professionally “grow” our employees by providing timely positive and negative rewards
  • Strive for excellence across the board…not perfection
  • Spend every penny in a frugal thrifty manner

Trust and Investment:

Mission: To provide investment, asset management, and accounting services to the University of Idaho, the University of Idaho Foundation, Inc., and private donors

Goals:

  • Prudently and responsibly invest the University of Idaho and the University of Idaho Foundation, Inc. cash management assets with the goal of generating an income rate of return that exceed the 90 day U.S. Treasury Bill rate while at the same time ensuring safety of principal and liquidity.
  • Administer and invest the assets of the Consolidated Investment Trust (C.I.T>) a pooled endowment fund.
  • Perform Controller and Treasury accounting functions for the University of Idaho Foundation, Inc.
  • Invest, manage, and administer the assets of Charitable Remainder Trusts to meet the goals and objectives of the private donor/life income beneficiary and the remainderman
  • Process all charitable gifts in an accurate and timely manner

Real Estate:

To provide strategic asset management and comprehensive real estate services that advance UI’s mission accomplishment.

Goals:

  • Establish a manageable system of real estate records that can serve as an inventory used to understand the value and limits of UI’s existing real estate assets.
  • Address institutional real estate asset and service needs and execute transactions as opportunities arise or institutional needs change.
  • Be valued and respected for strategic advice, expertise in execution, and ability to support the university’s mission and success.

Facilities:

Mission: To provide a safe, aesthetic, functional, and efficient campus environment.

Goals:

  • To better align UI financial resources in support of campus facilities and infrastructure maintenance and operations
  • To enhance internal communication
  • To engage campus community in transparent process for space assignment and capital project priority setting
  • To renew long range campus development plan in support of emerging strategic plan
  • To more sharply focus in-house trade resources on maintenance/repair needs; increase contracting support for departmental projects
  • To promote salary equity as compared to private industry and our peer institutions
  • To advocate for long term needs and goals of UI at all times, resisting entreaties of community, contractors, and campus customers for non-sustainable short term solutions.

Strategic Finance, Budget, & Control:

Mission: Manage our financial resources in an effective and efficient manner in line with our University goals and objectives and provide our customers with relevant and reliable financial information as well as exceptional business services and ensure proper checks and balances are in place throughout the enterprise.

Goals:

  • Align our budget process and resource allocation with the strategic plan for current and future operations
  • Provide quarterly financial statements to university administrators to include financial statement ratio analysis and budget to actual reports.
  • Consolidate accounting in Business and Accounting
  • To enable timely executive management information and briefings
  • To maintain records integrity, transparency, and accountability to Federal, State, State Board of Education, and the University
  • Establish and maintain proper fiscal analysis and oversight systems
  • Implement financial training certification program for college and department fiscal and administrative personnel
  • Establish web-based time entry forms and on-line direct deposit sign up
  • Conduct a business process analysis and identify opportunity for efficiencies in all areas
  • Improve budget and financial information access and comprehension at all levels
  • Attract and retain staff that are committed to innovation, responsiveness, accuracy and integrity
  • Build budget management tools and processes that foster efficient and effective management of resources.

Human Resources:

Mission: To create and maintain a foundation enabling the University of Idaho to promote the recruitment, development, involvement, and retention of a highly effective workforce to support the University’s vision of being a nationally recognized land-grant, public research institution.

Goals:

  • Enhance affiliation process for new and existing faculty and staff
  • Enhance awareness of direct and indirect benefits and create choice, rewards, and recognition for faculty and staff
  • Attract, retain and prepare faculty and staff for success through development opportunities
  • Enhance the competitiveness of UI’s direct pay programs
  • Promote state-of-the-art health and environmental safety and workplace practices
  • Create and enhance systems to support growth of student, employee and faculty programs
